The London Borough of Ealing set up a LATCo, Greener Ealing Limited (GEL), to deliver its waste collection, HWRCs, cleansing, parks and cemeteries service following a long history of the services being provided by the private sector, with the aim of allowing the Council greater control and improving services.
Plan B created a detailed financial model which provided a year by year P&L for the contract term, monthly budgets by service for the first 21 months of the contract, cash flow projections and a balance sheet.
Additionally, a payroll model was created to help assess the impact of a wide range of pay settlement proposals.
The payroll modelling not only assisted GEL in honouring its commitment to introduce the London Living Wage but also harmonise rates of pay, reducing from the inherited 117 different rates of pay to 5 standardised rates.
Plan B assisted in identifying operational savings to enable GEL to deliver this within budget.
