LATCo Mobilisation Support
THE CHALLENGE
Canterbury City Council (CCC) set up a LATCo, Canterbury Environment Company Ltd (CEC), to deliver its waste collection and street cleansing services, taking over from the Council’s previous contractor who had been in situ for 20+ years.
Plan B were engaged as Technical Advisors to support CCC in setting up the LATCo and CEC in mobilising the service. Due to the COVID-19 pandemic it was necessary to deliver this complex project within a challenging timeline whilst complying with social distancing guidelines.

THE SOLUTION
Plan B supported the procurement of vehicles including drafting of specifications, evaluating tenders and post-submission negotiations.
Plan B developed all health and safety documentation including policy documents, risk assessments, SSOW and COSHH assessments, as well as licencing requirements. We also help develop a suite of HR policies and procedures for CEC. Plan B has reviewed and advised CEC on the contract agreement, specification, performance framework and depot lease, and produced a Service Delivery Plan.
Creation of a detailed financial model, and a data cleansing exercise.

THE OUTCOME
Plan B’s network of contacts and market knowledge enabled it to deliver over £60k of additional savings on the vehicle procurement.
Licence and interim fleet arranged.
Induction and equipment training arranged for 120 transferring staff.
Full suite of HR and H&S policies and procedures and supporting documents in place for CEC to operate.
Support provided in recruiting MD for CEC.
Bespoke financial model provided.
